Is it normal to have to wait weeks for car plates when getting loan through Chase Bank?

I purchased a car a couple days ago from a private seller. I financed the car through Chase Bank. After all the papers were signed they told me that they would mail me my plates in 2-4 weeks, and when I asked for a temporary plate they said they don’t do that. Is this normal?

The girl I bought the car from wants me to mail back her plates, but I don’t think I can have the car parked on the street without plates.

I live in Illinois and by law I have 20 days to submit the info to register the car, however it is illegal for me to drive it until I do so. Thoughts?
I’m unable to register the car without a title. Since Chase Bank is the lienholder, they hold the title until it’s paid off. Like when you finance a new car through a car company (e.g. VW Credit) the dealer provides you the plates. However, Chase can’t give me temporary plates like a dealer can.

The bank shouldn’t have anything to do with the plates. When you go to DMV to register the car, they give you the plates.
