Can I transfer an account at a credit card with annual fees for a card that does not have annual fees?

I'm trying to get a credit card or personal loans. American Express and Chase both refused to give me your credit card without annual fee. I'm going to ask my bank to give me a loan or Credit. I have a good payment history with them and I am close to paying off my car loan. If they refuse me, only other option would be to get my card for people with no credit or bad credit. I need to get my car tagged and pay taxes on it (It's a newly purchased car.) I've found a couple of cards ensure approval. But they have annual fees, account setup fees and annual monthly fees … If I get one of these cards carry a large company MasterCard, I would be able to ultimately balance or account to another card without annual fees?
